Our KACDL Legislative Advocacy Director B. Scott West leads the presentation with contributions from the KACDL Legislative Chair Rebecca DiLoreto and other committee members. The one-hour session provides an overview of key legislation enacted during the 2025 session and highlights KACDL’s advocacy efforts, including bills successfully opposed and provisions improved through legislative engagement.
Practice tips are explored. The team also shares information about bills that we can expect in 2026 that may have a significant impact on your practice.
B. Scott West, has served the Kentucky Association of Criminal Defense Lawyers (KACDL) in numerous roles. In 2019, he was elected President of the organization and currently serves on its Board as President Ex Officio. From 2016 to 2019, he served as KACDL’s Education Chair, and in 2025, after retiring from the Department of Public Advocacy, KACDL was lucky that he stepped up once again to advocate in a new role as the KACDL Legislative Advocacy Director.
Scott began his career at Texaco in Houston, spending ten years as in-house litigation counsel, handling cases ranging from personal injury to oil and gas disputes. Returning to Kentucky, Scott joined the Department of Public Advocacy (DPA), rising to become General Counsel and Deputy Public Advocate while focusing on criminal cases.
Throughout his distinguished career, Scott has been a dedicated educator, teaching at DPA’s Annual Conference, Kentucky Bar Association Conventions, and various other venues. He’s gained national and international recognition for his pretrial bail advocacy, speaking in multiple states and contributing to bail reform efforts in Armenia. As the original editor of DPA’s Bail Advocacy Manual and founder of the Bail Advocacy Workgroup, Scott has made significant contributions to this critical area of criminal law.
Rebecca Ballard DiLoreto has served the Kentucky Association of Criminal Defense Lawyers (KACDL) in numerous roles throughout her distinguished career. In 2006, she was elected President of the organization and currently serves on its Board as President Emeritus. From 2015 to 2021, she served as KACDL’s Legislative Agent, and in 2025, she stepped up once again to lead as Chair of the Legislative Committee.
Beyond her dedicated service to KACDL, Rebecca is the Executive Director of the Institute for Compassion in Justice. She also serves as the supervising attorney for the Institute’s Externship Program and teaches courses in Family Law and Children and the Law at the UK J.David Rosenburg College of Law.
Previously, Professor DiLoreto had a 24-year career with the Kentucky Department of Public Advocacy (DPA), where she was a tireless advocate for indigent clients. She served for a decade as Director of the Post-Trial Division and was the founding director of the Lexington Public Defender’s Office. She later served as Litigation Director for the Children’s Law Center, Inc., and has represented youth in juvenile, family, and circuit courts across the Commonwealth.
