B. Scott West, a graduate of the University of Kentucky College of Law (1988) and Vanderbilt University (1985), brings diverse legal experience to his practice. He began his career at Texaco in Houston, spending ten years as in-house litigation counsel, handling cases ranging from personal injury to oil and gas disputes. Returning to Kentucky, Scott joined the Department of Public Advocacy (DPA), rising to become General Counsel and Deputy Public Advocate, handling criminal cases, and later focusing on issues and legislation involving the criminal justice system..
Throughout his career, Scott has been a dedicated educator, teaching at DPA’s Annual Conference, Kentucky Bar Association Conventions, and various other venues. He’s gained national and international recognition for his pretrial bail advocacy, speaking in multiple states and contributing to bail reform efforts in Armenia. As the original editor of DPA’s Bail Advocacy Manual and founder of the Bail Advocacy Workgroup, Scott has made significant contributions to this critical area of criminal law. He is a member of the KBA Ethics Committee and is a noted speaker on criminal law ethics. He is a frequent presenter at KBA Annual Conventions, and Kentucky Law Updates. Scott has been recognized with multiple awards, most recently the 2024 DPA Ed Monahan Education Award, given for outstanding contributions to the training and development of public defenders. Recently, Scott opened his private practice, B Scott West Law Office, PLLC, in Richmond. He is married to Beverley Houston West, a retired social worker, and is father to Hannah Grace Houston West, an English teacher at Warren East High School in Bowling Green.

K9 Searches: From Search Warrants to Court Testimony, 1.0 HR CLE
Jennifer Hall, KYK9 Owner and Trainer
Jennifer Jordan Hall graduated magna cum laude from Harvard College and cum laude from Harvard Law School. After law school, she clerked for Judge Danny Boggs at the Sixth Circuit U.S. Court of Appeals. Hall is an attorney licensed to practice law in Massachusetts, Kentucky, the 6th, 7th, and 11th Circuits of the United States Court of Appeals, and the Supreme Court of the United States.
Hall is the founder and director of KYK9 Search Dogs. She has been a K9 scent-detection handler since 2005 and has trained/worked three nationally certified search dogs and is currently training a fourth. Hall and her dogs have successfully found missing persons (rescued and recovered); human remains (on land and in the water); and forensic scent evidence in criminal investigations. Hall has had great success finding historic/prehistoric burials, including 1000-year-old Native American remains.
She consults with law enforcement on legal issues and has successfully helped obtain search warrants based on scent evidence found by the dogs. Hall is recognized as an expert witness in K9 human-remains scent detection and has successfully testified in two criminal cases that resulted in capital murder convictions.
Hall is trained in missing person behavior, national incident command, and emergency response protocols. She is also ESRI trained in geographic spatial imaging and her mapping skills are used in many searches.
Hall is a member of the International Police Working Dog Association (IPWDA) and the Ohio Federation of Search Dogs. She and K9 Scout, K9 Remy, and K9 Pocket have been nationally recognized for their successful search work.
